The Pothole Open has been exchanged this year with our Manhole Open due to scheduling conflicts with the OCA. Please make note in your calendars that our members only Pothole Open is June 21 at Kanata Lakes Golf Club and our Manhole Open (open invitation) is August 16 at GreyHawk Golf Club.
NCHCA members are invited to attend the 2011 ISD Specification Session to be held on April 21st at 101 Centrepointe Drive, Ben Franklin Place, Council Chambers, Main floor, from 8 -12 pm. Parking is available in the adjacent visitor lot. The session will highlight revisions to the City of Ottawa 2011 Standard Tender Documents along with other current issues. The city notice and agenda are available on the www.nchca.ca website.
The City will be investing $179.3 million on Capital projects this upcoming year and 95% of the 2011 Capital Program is directed towards renewal of existing infrastructure. The forecasted water and wastewater capital expenditures for 2012, 2013, 2014 are also up. It is important that the City protect the $17 billion investment in drinking water, sanitary and storm water systems. It is understood that the City wishes to mitigate infrastructure failure and potential harm to people, property, and the natural environment. The Association has expressed to the City, that the surface infrastructure had a dedicated funding source such as the water rates. Rate increases of 7%, 9% and now 4% have been successful at reducing the infrastructure renewal deficit for water and wastewater systems. Unfortunately, the renewal of surface infrastructure has not enjoyed the same attention and support. As you saw in the 2011 Tax Supported Budget, the City is only spending 25% of what the Long Range Financial Plan calls for, $35M vs. $140M.
We as an industry are about to start another road construction season therefore the amount of equipment left on site during the week and on weekends will greatly increase. Please take all precautions to protect your assets whether you use tracking devices or lockout systems. The season is upon us, the demand for equipment is great. Please remember that theft protection starts with YOU.
With regards to the incident where a rock came off a dump truck and hit a car, Dale Harley, our spokesperson for the NCHCA was quoted as saying “The National Capital Heavy Construction Association takes the issue of safety very seriously. This occurrence will be reviewed by our safety committee and recommendations will be proposed to minimize the possibility of it happening in the future. In the meantime the NCHCA will be sending a reminder to all our members to ensure the safe transportation of loads. This is particularly important during a time increased potholes and heaving roads. We will also be in communications with the Greater Ottawa Trucking Association to pass on a safety reminder to its members. No trucker or contractor wants to see this type of unfortunate accident occur.”

Notes to convey to all Drivers:
The legal requirement – the driver shall ensure that the load is secure prior to entering a public roadway.
The driver and the carrier could be charged with an insecure load.
Please check your load before you enter a public roadway.
Things to look for:
Is your tarp secure?
Is there stone on your tires or the back of the truck?
Can any of your cargo or load come off when driving?
Is your tailgate tight to the box?
Is there any material falling off the top of the load?
Are all of your tools secured?
Are there any loose objects that can come off while driving?
Can your load shift and dislodge items?
Please remember an insecure load can happen with a pickup truck, dump truck, flat bed, utility trailer etc.
