1. Feedback Requested: Construction Lien Act Review
Phase 2 of the provincial review of the Construction Lien Act (CLA) has now been launched. We are now looking for your input on how the Lien process should be reformed. The WSIB has been undertaking a broad consultation process on its new Rate Framework Modernization project. As a result of the feedback received thus far, a number of changes to the consultation process and Modernization exercise are now being considered.
One of the problems related to the government budgeting process for projects starts with the proper scope of the project itself. Change orders and the extension of the time on these projects will most often relate to the budget that was developed from the initial estimate. As a general rule, the biggest problem I find when looking at the overruns on many construction projects is the fact that the budget was set at an unrealistic lower price to get it passed through council, then the real scope is done through the change order process. The other main reason is just a poor specification on the project.

The NCHCA reserves the right to determine in its sole discretion how many, if any, recipients there will be in any given year. Further, the group reserves the right to determine whether or not there are any applicants who meet the criteria required. NCHCA will select the bursary receipents by Friday, August 14th, 2015 and will award bursaries at the Manhole Open Golf Tournament Banquet, being held at Greyhawk G&CC, on Tuesday, August 18th, 2015. Bursary receipients are requested to attend this event to receive their award.
Mr. Taverna has been involved in the sewer/watermain industry as a supplier of precast concrete products for over 37 years and counting. Carlo has come up through the ladder of The Precast Group of Companies, having served as Dispatcher and Engineering Assistant at Central Precast and Production Manager and currently as Technical Sales Manager at M Con Products Inc. As Technical Sales Manager, Carlo bids on all types of projects within Eastern and Northern Ontario. Mr. Taverna has served on the Board of Directors of the NCHCA for over 18 years, starting back in the mid-Eighties.
Carlo will be completing his final term on the board this year. As our longest standing Director, we thank Carlo for his years of service and dedication to the NCHCA.
