Trend Analysis of 2016 Capital Budget for Heavy Construction Overall Capital Expenditures
Overall Capital Expenditures
Overall, total Capital expenditures on heavy civil projects in 2017 are proposed to be over $490 million. This is up almost $85 million from 2016 where capital expenditures totaled $406 million. Expenditures are forecasted to increase sharply over the next two years (2018 and 2019), before declining to $434 million in 2020.
Transportation Committee
Capital expenditures by the Transportation Committee in 2017 are up $114 million to $289 million from $174 million in 2016. In part, this is a result of the inclusion of $57 million in Public Transit Infrastructure for the first time in 2017. Expenditures in the Integrated Roads, Water & Wastewater, Transit Services and the Transportation Services programs are up by over $57 million in comparison to last year. Transportation Committee Capital expenditures are forecasted to peak at over $407 million by 2019.
Environment Committee
Total Environment Committee capital expenditures are forecasted to decline almost $30 million to $203 million in 2017. This is the second consecutive year of reductions. Expenditures on capital by the Environment Committee are forecasted to increase significantly in 2018, but then decline again in 2019 and 2020.

Working with less daylight
It’s that time of year again where our days become shorter and our nights become longer.
Also during this time our construction season begins to slow down. This is also the time to pay the most attention to your surroundings while at work.
Ask yourself a few questions before beginning work.
- Do I have enough light for my task
- Can I sufficiently see the people around me
- How can I improve my work area to make it safer for everyone
Not only can the physical aspect of our work be affected, but Seasonal Affective Disorder and complacency can set in due to the shorter daylight hours and lighter work load. Emotionally this can make us more prone as well.
This is a good time to take a look at our machinery and see if we have all OEM lights working and see if one or 2 more could be of use.
Make sure your employee’s hi-vis clothing in good condition and effective.
Have on hand some extra stand-alone lights for your worksites
Taking that extra time to prepare now only means safer worksites for workers and the public.
Safety Award Notice
The NCHCA Health and Safety Committee members are proud to announce the winner of the award for safety excellence for November 2016: Honours for this month go to Tom Sandford of Louis W. Bray Construction Limited.

Mr. Sandford was part of a crew working on the Bridge Street watermain replacement project in Eganville, ON. A road plate was placed over the excavated area to allow for overnight traffic across the bridge. As the crew was preparing to leave the site for the night, snow began falling and the forecast called for more accumulation throughout the evening. Mr. Sandford raised concerns of the possibility of a snow plow striking the road plate and alerted the area road maintenance manager of the hazard.
Congratulations to Mr. Sandford for the good catch and taking the initiative to communicate his concerns. The award will be proudly displayed at the Louis W. Bray Construction Limited head office.
As a reminder, please note that nominations should be submitted to info@nchca.ca by the end of each month. The Nomination Form can be found at www.nchca.ca on the ‘Safety’ page.
As a reminder, please note that nominations should be submitted to info@nchca.ca by the end of each month. The Nomination Form can be found at www.nchca.ca on the ‘Safety’ page.
Thank you to everyone who continues to make our sites a safer place to work!
Theft
As we approach the winter snow plowing season, this is the time of year that backhoes and bobcats are in the sights of thieves . As this type of equipment is sold and parked on properties for snow plowing purposes as was evident last spring when a backhoe was found in a parking lot in Kanata . The plowing contractor had no idea ??? where it came from but it was there regardless . Please always remember to send photos of suspicious vehicles to sturner@storm.ca as The Ottawa Police can keep the plate on file in case of a theft.
Please be advised that in the coming months the City of Ottawa will be implementing Excess Soils Management. For those not quite familiar with this, it is the removal of excess materials from job sites to dump sites. This is coming to our City and NCHCA will keep our members posted as this becomes relevant.
